La ciutat organitzada per al cotxe al segle XXI no \u00e9s ciutat. A Mallorca portem d\u00e8cades amb carrils que es multipliquen, rotondes com h\u00e8lixs, mitjanes brillants i voreres que separen millor que qualsevol frontera. I, als costats, restes del que un dia vam anomenar carrer. Si acceptem aquesta in\u00e8rcia, assumim que la llibertat consisteix a moure\u2019s r\u00e0pidament, encara que sigui cap a enlloc.<\/p>\n\n\n\n<p class=\"\">Proposo el contrari. Proposo mesurar la llibertat per la intensitat de les relacions, per la qualitat de l\u2019ombra, pel silenci entre dues frases a una terrassa, per la seguretat d\u2019un nen que torna sol de l\u2019escola amb bicicleta. La bicicleta i el vianant no s\u00f3n mobiliari urb\u00e0. S\u00f3n la ra\u00f3 de ser de l\u2019espai p\u00fablic. Quan conviuen, la ciutat respira. Quan el cotxe domina, la ciutat cont\u00e9 la respiraci\u00f3.<\/p>\n\n\n\n<p class=\"\">No \u00e9s una ocurr\u00e8ncia rom\u00e0ntica. \u00c9s una decisi\u00f3 pol\u00edtica, t\u00e8cnica i cultural. I \u00e9s urgent a Mallorca, on el clima acompanya, les dist\u00e0ncies s\u00f3n raonables i l\u2019economia, que viu de l\u2019hospitalitat i del paisatge, es sost\u00e9 millor quan el carrer \u00e9s amable. No hi ha turisme de qualitat en avingudes que semblen autopistes. No hi ha comer\u00e7 de proximitat a 50 km\/h. Despr\u00e9s la bicicleta. A continuaci\u00f3 el transport p\u00fablic ben servit. El cotxe, al final. No \u00e9s una guerra, \u00e9s un ordre. Quan aquest ordre es respecta, apareixen la calma, el negoci local, la seguretat i la bellesa. Quan s\u2019inverteix, el carrer es converteix en cuneta.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Palma com a laboratori<\/h3>\n\n\n\n<p class=\"\">Palma t\u00e9 tres decisions visibles que poden canviar el seu dest\u00ed:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"\"><strong>Eix continu per a bicicletes<\/strong> de Ponent a Llevant, des de Cala Major fins a Ciutat Jard\u00ed, connectant Santa Catalina, el Born, La Lonja, La Seu, el Parc del Mar, Portixol i Molinar. No un carril residual, sin\u00f3 una catifa directa i clara, amb prioritat real a cru\u00eflles, interseccions elevades i senyalitzaci\u00f3 que tracti la bici com el que \u00e9s: un vehicle urb\u00e0 preferent.<\/li>\n\n\n\n<li class=\"\"><strong>Avingudes a 30 km\/h sense tr\u00e0nsit de pas.<\/strong> El cintur\u00f3 que avui reparteix cotxes ha de convertir-se en bulevard de barri, amb arbres grans, passos de vianants a nivell, parades d\u2019autob\u00fas dignes i cru\u00eflles segures. Qui vulgui travessar la ciutat en cotxe que ho faci per fora. El carrer \u00e9s per quedar-s\u2019hi.<\/li>\n\n\n\n<li class=\"\"><strong>Ciutat Antiga sense cotxes residents en superf\u00edcie.<\/strong> C\u00e0rrega i desc\u00e0rrega en finestres hor\u00e0ries, aparcaments perimetrals ben gestionats, residents amb prioritat per a bicicletes i a peu, i servei de repartiment amb bicicleta de c\u00e0rrega. La resta \u00e9s soroll, i el soroll espanta la vida.<\/li>\n<\/ol>\n\n\n\n<p class=\"\"><strong>Xarxa insular, no peda\u00e7os<\/strong><\/p>\n\n\n\n<p class=\"\">No n\u2019hi ha prou amb pintar trams. Mallorca necessita una malla ciclabile cont\u00ednua entre municipis, amb prioritat en accessos a centres educatius, mercats, centres de salut i estacions. Inca, Manacor, S\u00f3ller, Alc\u00fadia, Pollen\u00e7a, Llucmajor. Trams rectes, interseccions elevades, il\u00b7luminaci\u00f3 correcta, punts d\u2019aigua i d\u2019ombra. Qui dissenya rutes ha de pensar en persones reals, no en maquetes. Si una nena de 10 anys pot pedalar sola, la infraestructura est\u00e0 b\u00e9.<\/p>\n\n\n\n<p class=\"\">Afegim aparcaments segurs per a bicicletes en equipaments i places, incentius per a la bici de c\u00e0rrega per a log\u00edstica d\u2019\u00faltima milla, i connexi\u00f3 directa amb el futur tramvia i la xarxa d\u2019autobusos, amb embarcament f\u00e0cil i horaris coordinats. Bicicleta i transport p\u00fablic no competeixen. Es complementen. S\u00f3n l\u2019esquelet fi d\u2019una mobilitat veritablement lliure.<\/p>\n\n\n\n<p class=\"\"><strong>Les regles del joc<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\"><strong>Velocitat 30 en trama urbana real<\/strong>, no decorativa, amb disseny que calmi el tr\u00e0nsit sense necessitat de sanci\u00f3 permanent.<\/li>\n\n\n\n<li class=\"\"><strong>Cru\u00eflles elevades<\/strong> en carrers secundaris i prioritat clara per al vianant amb paviments continus.<\/li>\n\n\n\n<li class=\"\"><strong>Zero aparcament en superf\u00edcie en carrers principals.<\/strong> Aquest espai \u00e9s per a arbres, bancs, terrasses i bancs de pedra que guarden la frescor. El cotxe a l\u2019aparcament, com un electrodom\u00e8stic al seu armari.<\/li>\n\n\n\n<li class=\"\"><strong>Preus honests per l\u2019espai ocupat. <\/strong>Aparcar a la via p\u00fablica no pot ser m\u00e9s barat que viure-hi. Pagar per ocupar s\u00f2l com\u00fa no \u00e9s c\u00e0stig. \u00c9s adult i equitatiu.<\/li>\n\n\n\n<li class=\"\"><strong>Eliminar m\u00ednims d\u2019aparcament en noves promocions<\/strong> i permetre habitatges sense pla\u00e7a obligat\u00f2ria. El cotxe no pot ser requisit d\u2019arquitectura.<\/li>\n\n\n\n<li class=\"\"><strong>Escolars amb carrers escolars.<\/strong> A l\u2019entrada i sortida, la cal\u00e7ada es converteix en pati. Es confon llibertat amb pot\u00e8ncia. El cotxe promet llibertat perqu\u00e8 es mou sol, encara que ens tanqui en un emb\u00fas. La bicicleta exigeix llibertat de veritat: la que es practica amb el cos, la que fa olor de pa quan passes per una fleca, la que permet saludar sense baixar una finestra, la que recorda que el mar \u00e9s all\u00e0 mateix perqu\u00e8 el veus entre dos carrers. La bicicleta no et demana subscripci\u00f3 a res. Et demana cames i una ciutat que no t\u2019expulsi.<\/p>\n\n\n\n<p class=\"\"><strong>Economia de l\u2019ombra<\/strong><\/p>\n\n\n\n<p class=\"\">El comer\u00e7 local viu del peu i del pedal, no del parabrises. Un cotxe a 40 km\/h no compra. Un vianant c\u00f2mode hi torna. Una bicicleta que aparca a la porta consumeix. Terrasses plenes, portals cuidats, persianes obertes i conversa al carrer sostenen m\u00e9s ocupaci\u00f3 que qualsevol superf\u00edcie perif\u00e8rica amb aparcament infinit. I a m\u00e9s generen barri, que \u00e9s la infraestructura social m\u00e9s barata i valuosa que existeix.<\/p>\n\n\n\n<p class=\"\"><strong>Un m\u00e8tode, no un esl\u00f2gan<\/strong><\/p>\n\n\n\n<p class=\"\">No es tracta de campanyes puntuals. Es tracta de m\u00e8tode. Diagnosi per trams, obra senzilla i constant, manteniment. Una oficina de mobilitat amb arquitectes, enginyers i paisatgistes treballant amb els barris, no contra ells. Mesurar abans i despr\u00e9s: soroll, accidentabilitat, vendes, ocupaci\u00f3 de bancs, temperatura a l\u2019ombra. Si no millora, es corregeix. Si millora, s\u2019expandeix. La ciutat \u00e9s un taller, no un dogma.<\/p>\n\n\n\n<p class=\"\"><strong>Tres anys, resultats visibles<\/strong><\/p>\n\n\n\n<p class=\"\">Any u: eixos bici principals, 30 real, cru\u00eflles elevades i carrers escolars en 20 centres.<br>Any dos: retirar aparcament en superf\u00edcie a vies clau, ampliar ombra, xarxa segura d\u2019aparcabicis, log\u00edstica en bici implantada a centres hist\u00f2rics.<br>Any tres: connexi\u00f3 intermunicipal priorit\u00e0ria, avaluaci\u00f3 p\u00fablica d\u2019indicadors i seg\u00fcent ronda d\u2019extensions. Sense triomfalismes. Dades, pl\u00e0nols i vida.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un tancament sincer des de l\u2019arquitectura fins a la passi\u00f3 per viure lliure<\/h2>\n\n\n\n<p class=\"\">Mallorca no necessita m\u00e9s carrils. Necessita m\u00e9s carrer. No necessita m\u00e9s pot\u00e8ncia. Necessita m\u00e9s temps compartit. La bicicleta no \u00e9s un s\u00edmbol. \u00c9s una eina per tornar la ciutat a qui la fa possible. I el vianant \u00e9s el principi i el final de qualsevol projecte sensat. Si ordenem cotxe, bicicleta i vianant amb aquesta claredat, la resta troba lloc. Si continuem confonent velocitat amb progr\u00e9s, nom\u00e9s perfeccionarem el desert.<\/p>\n\n\n\n<p class=\"\">La meva proposta toca el radicalisme perqu\u00e8 la realitat ja \u00e9s radical: nens que no poden creuar sols, comer\u00e7os que no resisteixen, places ocupades per metall imm\u00f2bil. Ser tebi \u00e9s continuar igual. Ser valent \u00e9s tornar a l\u2019essencial. Posar les persones al primer lloc. Fer de Mallorca una illa que es recorre sense por, que es conversa, que es viu. Aquesta \u00e9s l\u2019arquitectura que m\u2019interessa.
